Identity Governance (IG): Inactivate as an fulfillment options

For some systems, especially finanse systems, an requirement is to be able to inactivate the account instead of removing the account.

It is therefore requested to be able to have an Inactivate options equally as the Keep, Modify and Remove options in reviews.
