While there is an Inactive User Accounts report in the Reporting Center, there are only options based on Days/Months.
Why not add an option for Never logged in accounts to this report too?

Thank you for your idea. You can create a custom report to address this immediately, but we acknowledge and accept this request as a valid enhancement to the existing Inactive User Report and will schedule this for a future product release.
