AppManager: Allow Event Messages for all KS to be customisable

Make Event Message customisable in all KS's, this could either use the existing EventMessage Tab or create a new CustomMessage tab. This would then allow for:-

1) Custom Links to 'Local Work Instructions'
2) Pulling of Parameters from the QDB, Custom properties etc that can be included in the CustomMessage.

Making this a seperate Tab within the console would allow for the existing NetIQ Event Messages to remain unaltered, but improve workflow by including event enrichmnet information.

Doesn't the ability to comment on events give this capability today?
