Maintenance mode should be centralized at the core level. Having it at the agent level has issues if the server stays down past the scheduled maintenance period. The agent has to be running in order for it to come out of maintenance mode. But if is not, the core system thinks it is still in maintenance and there is no alerting that the server has an issue.
