AppManager: Make all event severities for all scripts configurable

Currently some scripts have hard coded event severities for specific events. It would be useful to also have event severities exposed for known events, e.g for SNMP scripts the event SNMP time out could have a specific event severity

I agree... this should be configurable. There really shouldn't ever be any hard coded events (caused by a KS event)
