Advanced Authentication (AAf): Remove validation of phone numbers to check for "+"

For the users to use the SMS OTP, AA validates the phone number when the phone number does not exist and the user enters the phone number. This validation is is done for the number that exists in the AD (mobile attribute) but the user just tests the OPT from the registration page.

Thus the enhancement request to remove this validation as the specific parameters can be included when using Generic SMS provider.
