Agree we can download PDF's. Some federal client sites are 100% dark with no internet access. I have had exit the building just to download a PDF.
As an example on what I would love with NetIQ products, when you click help in ArcSight the link points directly to the local ArcSight server and keeps all traffic internal. All Help Files are offline.
Tough ask but though I would enter the idea anyway.
