All actions of Enroll Admins within the Helpdesk console should be logged -- information should include at least which authenticator for which user by a particular Enroll Admin was modified. This should include any authenticator linking actions as well.

• With the addition of unlocking users through the helpdesk portal, logging unlock actions would be great as well.

• Even though we have in logs and can forward to a syslog having a report with this as well as been asked for.
