The newer Voice OTP has a feature that allows the user to add his/her phone number during enrollment whereas the Voice Call (requires PIN) method requires this to come from the directory. This is a nice feature for several reasons that would be great on the Voice Call method too; probably the same reasons why this is possible in the new Voice OTP method. Some examples:
1. The phone numbers are not in the directory.
2. The phone number data in the directory is not reliable / current / accurate.
3. The user may need to use different phone number depending on connectivity availability.
4. These are personal BYOD devices where keeping this data in the directory is not allowed by policy.
5. We don't own a full IAM system like IDM to manage mobile phone numbers.
6. etc.
