Force Enrollment from Agents

Getting more requests on forcing enrollment for AA from any option users are trying authenticate. Mainly once they authenticate have a rest call to see if user is enrolled in that Events chains. If they are not redirect them and have them enroll so they cannot continue to use non 2FA.
